India's government is considering mandating up to 5% imported coal blending at thermal power plants for the first time since 2024, reversing its import-curbing policy. Rapid depletion of domestic coal stocks — down sharply year-on-year with 40% of plants holding fewer than three days of supply — is driving the policy shift. The move comes as global coal prices have risen significantly and Indian imports are already at a 15-month high, pointing to upward pressure on landed coal costs.

India's power sector coal imports jumped to a 15-month high in August, driven by scorching summer temperatures, reduced hydropower output, and insufficient battery storage. The supply gap pushed generators toward costly imported coal, tightening the market. Indonesian, Russian, and South African coal prices all rose significantly since May, and the IEA expects coal demand to return to its historical growth trend in 2026, supporting firmer prices ahead.
